You can check out the faq for pretty easy instructions to strip with oven cleaner and have a fresh start if that’s of interest to you, but I suspect you can scrub up and cook just fine with it as is. That’s actually bigger than 8” you’ll find, it’s a “number 8”. Old manufacturers made a range of sizes that were at least sort of based on cookstove eye sizes. Number 0 was generally a toy, while number 20 was a monster sold as a ‘hotel skillet’. An 8 like yours was sort of a standard size for many families and manufacturers. Sets of 8, 5, and 3 were common sort of starter cookware sets”
