You probably need quite a strong hold gel, and lots of moisture by the looks of it! I always liked ecostyle gel and I found it to have good hold. Also have a look into the squish to condish method, and apply your products on soaking wet hair :)

The nym mousse and eco styler gel might be too heavy as a combo , Id recommend maybe using just one or switching for a more hydrating mousse like Auntjackies frizz patrol, camille rose honey mousse. Even using a botanical gel can help I recommend innersense, mizani , or AG gel mousse. It seems based on the pictures you might need more moisture as well , maybe a good refresher spray in the morning to help and make sure it doesn’t mat and keep it moisturized. Moisture is key to helping with tangles and matting , make sure your deep conditioning once a week at least especially if you have higher porosity.

Seconding the Shea Moisture products. The line is one of my go-tos. I definitely have Caucasian hair, but in pretty tight corkscrews. It's hard to keep curly hair properly hydrated, which is why Shea Moisture is good. Each product has a really decent write up of what it does, and how to use it.

I think it depends on hair porosity. I have really low porosity hair and shea moisture was too heavy for my hair also. I actually use regular shampoo/conditioner (non curly specific) and use a lightweight mousse and gel and that works best. Doesn't sound like that would necessarily mirror OP's foster daughter's needs but I think porosity is a key component of figuring out someone's hair needs and what kinds of products it can cope with.
