Hmm. I was going to recommend ring pro because of its ability to record to local storage and the alarm monitoring, but I don't think there's a way to stop it from backing up to the cloud. It does include a few GB a month of data for outages, which can be pretty handy in areas with exceptionally, low motion events and upload requirements, but I don't think that actually fits the need for you. In hindsight, I think eufys system with their home base makes the most sense. Reolink would also be good. Either of these systems could be hooked up to a cellular modem or even a hotspot for remote viewing and limited data on site. $20 a month gets you 130 GB of backup internet from T-Mobile and I don't believe you have to already be a customer either to get that pricing.
